The Digital Transparency Index is a scale from 0-100 giving an indication of how visible a legislator is online as well as how active he or she is online. A score of 0 indicates no presence and no activity and a score of 100 indicates a high online presence with large amounts of frequent activity.
Since parts of the Index are based on current activity, the score is calculated at least once a day for each legislator -- thus it could change over time if a legislator stops all online activity.
Here's the breakdown for how the index is currently calculated:

Currently, the Digital Transparency Index is an attempt to capture digital transparency in an easy to understand format.
It's not perfect, and will likely evolve over time.
